Gabriel Williams, Founder of Williams Construction & Consulting

Led by Gabriel Williams, PMP, WCC Services was founded to support residential developers, real estate investors, and energy developers with construction experience that saves time, cuts costs, and reduces risk. Gabriel currently serves as Preconstruction Manager at Pattern Energy, where he leads early-stage preconstruction for utility-scale solar, wind, and BESS projects — developing CAPEX estimates, managing EPC RFP processes, and driving cross-functional coordination from concept through execution handover.

With over a decade of hands-on construction and utility experience, Gabriel has worked for top-tier companies including Pattern Energy, Cordelio Power, Qcells USA, and Kiewit Corporation. He holds a B.S. in Civil Engineering from the University at Buffalo and is a certified Project Management Professional (PMP).

  • Calcasieu Pass LNG Plant (Venture Global) — Lead Field Engineer for concrete and insulation disciplines on Venture Global's Calcasieu Pass LNG export facility — a $4.5 billion liquefied natural gas plant on the Calcasieu Ship Channel in Cameron, LA. One of the most significant LNG export terminals ever constructed in North America, the facility exports 10 million metric tons of LNG per year to global markets under 20-year contracts. Gabriel's team set a project record of 10,320 cubic yards of concrete placed in a single week on this landmark facility. (Kiewit)
  • Atlas Solar + BESS (1,025 MW / 983 MWh) — Led cost estimation for one of the largest solar-plus-storage projects ever developed in North America. The Atlas project in La Paz County, AZ combines over 1,025 MW of utility-scale solar with 983 MWh of battery storage — interconnecting via a new 500kV substation to the Ten West Link transmission line to deliver power to California and Arizona markets. Projects in the Atlas portfolio have secured over $1.4 billion in project financing. (Qcells EPC)
  • XTO Energy Compressor Pads (ExxonMobil) — Civil Project Engineer for two natural gas compressor pad facilities in Carlsbad, NM for XTO Energy — a subsidiary of ExxonMobil and one of the most active operators in the Permian Basin, the most productive oil and gas region in North America. XTO holds over 9.5 million acres with a resource base of approximately 18.5 billion oil-equivalent barrels. These compressor pad facilities are critical midstream infrastructure supporting ExxonMobil's Permian Basin natural gas gathering and processing operations. (Kiewit)
